Sino-Japan: Research on Synergistic Effect of Pollution Reduction

Project Background

As an environmental cooperation project based on “A Letter of Intent of Synergistic Effect Research and Demonstration project” signed in 1st December 2007, by China’s Ministry of Environmental Protection and Japan's Ministry of the Environment, the project was proposed again in 28th December.2007 in the “Joint Announcement of Promoting Cooperation in Sino-Japan Environment and Energy Field” by both sides, which was included in article 3 announcing “Both sides are supporting the project of synergistic effect research and demonstration in pollution reduction and greenhouse gas emission reduction.” Moreover, it was also announced in “Joint Statement of Japan and China governments regards to climate change”, reiterating that pollution control and climate change solution are complementary and synergistic measures significant to sustainable development promotion and ecological civilization construction, and both sides will strengthen cooperation in this field. The project is co-organized by Department of Total Pollution Control of China’s Ministry of Environmental Protection, and Water and Atmosphere Environment Bureau of Japan's Ministry of Environmental Protection. The project implementation departments include both the Policy Research Center for Environment and Economy of China’s Ministry of Environmental Protection and Japan’s Overseas Environmental Cooperation Center.
Project Objectives
To conduct capacity building in environmental management in Xiangtan City;
To develop evaluation measures for pollution reduction and synergistic effect in terms of different pollution reduction projects and techniques, and carry out quantitative evaluation to Xiangtan City about synergistic efforts of pollution reduction measures towards greenhouse gas reduction during the Eleventh Five-YearPlan;
To develop CDM projects in Xiangtan Iron & Steel Group.

Project Implementation
Both sides decide to take Xiangtan City, which is supported by steel, electrical and mechanical industry, metallurgy industry, chemical industry, and building materials industry, as the demonstration city to start synergistic effect research of pollution reduction. Based on case study research of Panzhihua City, and the project has evaluated synergistic effect of pollution reduction towards greenhouse gas reduction, and developed energy saving and emission reduction strategy towards climate change based on site investigation and research and inter-departmental discussion. Moreover, the project organized one-week training in Japan, with 8 people from Hunan Research Academy of Environmental Sciences and Xiangtan Environmental Protection Bureau; and one-week training about environment management and climate change in Xiangtan City with exports coming from both sides. 



Project Achievements

The main conclusion of the projects is that the measures of total sulfur pollution reduction during Xiangtan City’s Eleventh Five-Years Plan have significant synergistic effects on global greenhouse gas reduction. The sulfur reduction is 59 thousands ton with 18 emission reduction measures implemented, including three power generation equipments shut down in Xiangtan power station, which can meet the total pollution control targets during Eleven Five-Years plan periods, that is, in total 74.9 thousands tons of SO2 reduction, the net reduction is 4.8 thousands tons, 6% in all. In the meantime, the reduction of CO2 totals 2.152 million tons, thus the coefficient of synergistic effects is 36.4.
