On June 2, 2008, Zhou Qiang, who was then governor of Hunan Province, presided over a working conference on the comprehensive pollution treatment of the Xiangjiang River basin to officially launch the three-year campaign of "Green Xiangjiang River". At the meeting, mayors of the 8 cities that the river flows through, namely, Yongzhou, Hengyang, Loudi, Zhuzhou, Xiangtan, Changsha, Yueyang, submitted to Zhou Qiang their responsibility declaration forms on the Xiangjiang River basin pollution treatment.

According to the introduction of Jiang Yimin, director of the Hunan Provincial Environmental Protection Department, the comprehensive pollution treatment of the Xiangjiang River basin during the 12th Five-year Plan period will focus on two aspects. On the one hand, heavy metal pollution treatment will be further strengthened so as to make it show results in 5 years and resolve this problem by 2020. On the other hand, greater efforts will be made to treat pollution in rural areas. The proportion of ecological villages across the province should reach 10% by the end of 2015. It is expected that the Xiangjiang River, after years of treatment, will be built into the oriental Rhine with clean and green flow.
