Comprehensive Management of Saline-alkali Soil in Tarim River Basin and Study on Rational Allocation of Water Resource Planning Model

Abstract: According to the characteristics of irrigated agriculture in Xinjiang and the main problems as spring drought, summer flood, salt and sand in the southern Xinjiang , this study takes other major issues to saline-alkali soil and water resources rational use of comprehensive management as the main direction. Combined with agriculture, forestry, animal husbandry development goals, the use of systems engineering methods and computer technology, it solves the problems throughout the state the basin unified planning and ecological protection issues and seeks the optimal development plan for the basin. Through research it finds that the total irrigation area in the basin is 3,933.78 hectares , increasing 37.10% than that in 1985, of which the land after reformation is 1926 mu with medium or low production, adjusts the agriculture, forestry, animal husbandry with the ratio of 71.0:21.0:8.0 in their structure. As a result, grain output has increased 1.4 times, cotton production increased 2.21 times, the total number of livestock increased by 2.2 times, energy shortage in rural areas reduced 66.0%, forest coverage rate reached to 21.80% , surface water use reached to 30.2 billion cubic meters, taking up77.84 percent of total inflow , groundwater exploitation amounted to 3.368 billion cubic meters , water to the Tarim River reached 5.4 billion cubic meters, total investment amounted to 2.168 billion yuan, the total output , 5.906 billion yuan (fixed price), input-output ratio 1:3. Its social, economic and ecological benefits are enormous.
